  • Lawmakers Hear from Hispanic Consumers In Day of Action on Cosmetics Safety

WASHINGTON, May 25, 2017 /PRNewswire-USNewswire/ -- "Consumers deserve to know that their daily routine of applying makeup, using aftershave, or washing their children's hair will not put their health at risk," said Jane L. Delgado, PhD, MS, President and CEO of the National Alliance for Hispanic Health (the Alliance), the nation's leading Hispanic health advocacy group. Today the Alliance announced its support of the Personal Care Products Safety Act (S.1113), introduced by Senators Susan Collins (R-ME) and Dianne Feinstein (D-CA) this month, to protect consumers and strengthen FDA's oversight of personal care products. In a day of action, Alliance members are visiting, calling, and writing members of Congress. "Everyday millions of men and women use cosmetics and personal care products like shampoo and lotion and assume that they are safe but the FDA does not have adequate authority to ensure the ingredients in these products that American families use daily are safe, nor does FDA have adequate authority to recall these products if they are found to be dangerous," emphasized Dr. Delgado. Among actions that would be authorized by S.1113: FDA would have the adequate authority to order recalls of cosmetic and personal care products that threaten consumer safety, such as a contaminated product; Companies would be required to provide timely reporting of adverse events, FDA would be required to annually evaluate for safety at least five chemicals used in cosmetic and personal care products; and, Companies would be required to include ingredient information and warnings for products sold online. The legislation's requirements are budget-neutral and financed through a new user fee program paid by cosmetic and personal care product companies. "This legislation, if enacted, would represent the first new consumer protections on cosmetics and personal care products in almost 80 years. It is action long overdue and we look forward to the bill becoming law," concluded Dr. Delgado. A word of THANKS to Alliance members who wrote, called, and tweeted their Senators I want to say a word of THANKS to all of the members of the Alliance who wrote, called, and tweeted their Republican Senators resulting in the tabling today of the Better Care Reconciliation Act (BCRA). Your efforts have made a difference in the lives of millions of Americans. Moving forward with our advocacy efforts around the House 2018 budget blueprint announced today, the Alliance’s priorities will be the same — ensuring access, including for those with pre-existing conditions; protecting Medicaid and allowing for rates of growth that reflect the reality of an aging population; and, strengthening and expanding community health centers and programs that have a proven record of delivering quality services. The one thing that everybody agrees on is that our health system is not perfect. It is time for Congress to start working in a bipartisan fashion and serve the interests of the nation. (Washington, DC) – “COVID-19 changed our world— and was the driver for this book.”writes Dr. Jane L. Delgado in her Introduction to The Buena Salud® Guide to Understanding Depression and Enjoying Life published simultaneously in English and Spanish (Buena Salud Press, Pub Date: August 2020). “Given the increase in depression that COVID-19 triggered, I decided to update the previous book. Instead given all the changes that had occurred in the last decade it was essential to transform our thinking about ourselves and our lives.” added Dr. Jane L. Delgado. “Concepts like work-life balance are thrown out as the nature of work has changed dramatically. The information in this book is intended to make life better for all — those with depression, those who know someone who is depressed, and those of us who have to live the consequences of untreated depression.” With real-life stories throughout, the book informs, supports, and delivers the their daily life. With over 25,000 copies already in American homes, the BUENA SALUD® books have become essential family guides for health and well-being. According to the Centers for Disease Control and Prevention (CDC), more than one in ten Hispanics report depression, more than a third of Hispanics reporting depression have symptoms of major depression, and more than one in ten Latina high school students report a suicide attempt. Yet Hispanics are less likely to seek treatment for depression. The CDC also reports COVID-19 has driven up rates with more than one third (37.8%) of all persons in the U.S. reporting symptoms of anxiety or depressive disorder with incidence rates higher among Hispanics and non-Hispanic Blacks. With a foreword by Mrs. Rosalynn Carter, Former First Lady and Founder, Carter Center Mental Health Program, The Buena Salud® Guide to Understanding Depression and Enjoying Life explains everything readers need to know about depression and its many forms. In a warm and conversational tone, it answers the most asked questions about depression and offers information on treating and managing this condition. Acknowledging the factors that keep people from seeking help for depression, especially because depression is inconsistent with many Hispanics’ core beliefs and values, Dr. Delgado addresses: Difference between feeling sad and depression; Types of depression; Self-esteem as defined by culture and society, work and relationships; The biology of depression; The relationship between depression and diabetes and heart disease; What you can do on your own; and, Current treatments, including medications and therapy options. Three key self-statements are presented, as well as the ways to implement them. She shares the key questions about depression to ask a health care provider, as well as valuable advice on choosing a licensed mental health professional. The Buena Salud® Guide to Understanding Depression and Enjoying Life also includes a resource section with non-commercial helplines and best online sources for information on depression in both English and Spanish. For those with depression, as well as their families and loved ones, the The Buena Salud® Guide to Understanding Depression and Enjoying Life offers the kind of science driven caring advice that will guide them to enjoy life. • Statement of the National Alliance for Hispanic Health on Introduction of the Preventing Online Sale

Rise of E-Cigarettes Represents a Tobacco Tipping Point for Hispanic Youth Washington, DC – “E-cigarettes are addicting a new generation of smokers and online retail sales are a driving force. We applaud the bipartisan introduction today of the Preventing Online Sales of E-Cigarettes to Children Act to close the online door to underage sales and protect the health of our children,” said Jane L. Delgado, PhD, MS, President and CEO of the National Alliance for Hispanic Health, the nation’s leading Hispanic health advocacy group. According to the Centers for Disease Control and Prevention, during 2017-2018 e-cigarette use increased 77.8% among high school and 48.5% among middle school students. Furthermore, while Hispanic adults are the group least likely to smoke, among middle school students Hispanics are the group most likely to use e-cigarettes, representing a new tobacco tipping point. Online sales are a critical component of access to e-cigarettes. Analysis of Nielson data estimates that 25% of the projected $2 billion of e-cigarette sales in 2018 will be through online channels. Online sales are attractive to youth, as online and mobile advertising platforms are popular places for e-cigarette advertising, including ads for flavored products appealing to youth. Age restrictions on purchase are also easy to avoid online. A 2014 study of internet tobacco vendors selling e-cigarettes found a majority (63.2%) used age-verification methods that could not effectively verify the age of a consumer or made no attempts to verify age at all. The Preventing Online Sales of E-Cigarettes to Children Act addresses this issue by applying safeguards to e-cigarette online purchases identical to those already in place to prevent underage online purchases of regular cigarette and smokeless tobacco. Online sellers would be required to: verify the purchaser’s age-related information before shipment; use shipping method that requires the receiving party to show proof of age and sign for receipt of the package; label packages that contain e-cigarette products; and, comply with State and local tobacco tax requirements. Online sellers of e-cigarettes would also be required to register with the U.S. Attorney General. Furthermore, package delivery services would be banned from completing shipments for any seller appearing on the U.S. Attorney General’s noncompliant sellers listing. “E-cigarette sales are driving a youth tobacco tipping point. It is time for us to protect youth and give parents the tools they need to ensure their children cannot easily evade age restrictions on purchase of e-cigarettes. We applaud Senators Feinstein (D-CA), Cornyn (R-TX), and Van Hollen (D-MD) on their introduction today of this common-sense bipartisan legislation to protect children and families,” concluded Dr. Delgado” ### About the National Alliance for Hispanic Health (the Alliance). • National Alliance for Hispanic Health Issues COVID-19 Fraud Warning

Action Alert on Scammers and dangerous information Washington, DC – “It is heartbreaking, when we all need to support one another, that there are those who are taking advantage of people during this time of vulnerability.” said Jane L. Delgado, PhD, MS, President and CEO of the National Alliance for Hispanic Health (the Alliance), the nation’s leading Hispanic health advocacy group. The Alliance emphasized: DO NOT give out your personal information to callers posing that they are from Medicare, IRS, or Social Security. Medicare, IRS, or Social Security will never call asking for your personal information. Scammers are calling posing to be from the IRS or Social Security Administration and asking for banking and other personal information to process stimulus checks. If you have not received a stimulus check that you are expecting go to the Get My Payment Tool at the IRS website. The IRS Get My Payment tool is available at https://www.irs.gov/coronavirus/get-my-payment. However, the tool will be unavailable this Friday and Saturday. It is being taken offline for updating following many reports of consumers not being able to get needed information. The Alliance also warned of a rise in COVID-19 scams in social media and by phone offering Medicare patients a “COVID-19 Kit” and asking for banking information or other personal information. “If you get a call like this, hang up and report it to the Federal Trade Commission (FTC),” warned Dr. Delgado. Fraud can be reported to the FTC at www.ftc.gov/complaint. DO NOT drink or inject bleach or other disinfectants to try to kill COVID-19. Ingestion of bleach or disinfectants like Clorox or Lysol can cause serious injury or death. If you or someone you know drinks bleach or disinfectant please, call your local poison control center at 1-800-222-1222. This warning comes after a rash of fraudulent social media promoting use of bleach and disinfectants. Be aware of FDA warnings. The Alliance also informed its service provider network of today’s drug safety communication by the Food and Drug Administration (FDA) warning that the anti-malarial drugs hydroxychloroquine and chloroquine can cause dangerous abnormalities in heart rhythm in coronavirus patients, and in some cases death. The FDA warned these drugs should be used only in clinical trials or hospitals where COVID-19 patients can be closely monitored for heart problems. For the latest on COVID-19 visit our website www.healthyamericas.org in English or in Spanish at www.nuestrasalud.org. “You can also call our bilingual and toll-free Su Familia helpline at 1-866-783-2645 for information that you can trust,” concluded Dr. Delgado. ### About the National Alliance for Hispanic Health (the Alliance). • Newly Funded Partner Agencies Implement Early Intervention Program to Prevent Type 2 Diabetes Among

Lifestyle Change Program Uses Community Coaches and Peer Support to Increase Healthy Eating and Physical Activity Washington, DC – Jane Delgado, Ph.D., M.S., President and CEO of the National Alliance for Hispanic Health (Alliance) today announced renewal and expansion of the Alliance’s Let’s Prevent Diabetes Program that works with community-based organizations to respond to the diabetes crisis facing our nation’s Hispanic population. “In the past year, the Alliance has worked with five local communities around the country to demonstrate how a structured intervention program with lifestyle coaching as its centerpiece can help Hispanics address their pre-diabetes and prevent progression to type 2 diabetes,” said Dr. Delgado. She added: “In recognition of our successes, through a partnership with the Centers for Disease Control and Prevention (CDC), we are expanding this program to two additional cities, so we can help more Hispanic men and women address this health challenge.” About 38% of Hispanic adults are pre-diabetic, representing more than 13 million people. Delaying or preventing diabetes in these individuals represents a critical public health challenge, as well as an opportunity to reduce the costs of health care and lower the projected incidence of disability in America. "This program has motivated me to stay physically active,” observed Maria, a participant in the program in Salinas, CA. “I have learned to take control of my food intake and physical activity. This program has also helped my kids and family." CDC’s National Diabetes Prevention Program (NDPP) is designed to make it easier for people with prediabetes to participate in evidence-based, affordable, and high-quality lifestyle change programs to reduce their risk of type 2 diabetes and improve their overall health. Participants in the year-long program work with a lifestyle coach who follow CDC’s Prevent T2 curriculum and share their experiences with a peer group of individuals striving to make healthy lifestyle changes to avoid a diagnosis of type 2 diabetes. Current community-based partner organizations implementing Lifestyle Change Programs with the Alliance to prevent diabetes are located in Salinas, CA; Kissimmee/Orlando, FL; Bellevue/Omaha, NE; El Paso, TX; and, Pasco/Walla Walla, WA. New partners in San Diego, CA and Brownsville, TX are launching their programs in January 2019. For more information about pre-diabetes, go to CDC diabetes basics: prediabetes. Enrollment set to open nationwide for historic research effort to advance precision medicine “On May 6th, our nation takes a significant step forward in realizing the promise of precision medicine with the launch of the NIH All of Us Research Program,” said Jane L. Delgado, PhD, MS, President and CEO of the National Alliance for Hispanic Health. “We are proud to join with Alliance member, Tri-Cities Community Health, to help launch All of Us by hosting a family health and wellness celebration as part of the City of Pasco’s Cinco de Mayo weekend to provide information on All of Us and demonstrate the central role Hispanic communities must play to usher in the future of health,” emphasized Dr. Delgado. The National Institutes of Health (NIH) on May 6, 2018 is opening national enrollment for the All of Us Research Program—an ambitious effort to advance individualized prevention, treatment and care for people of all backgrounds. People ages 18 and older, regardless of health status, will be able to enroll. The official launch date will be marked by community events in cities across the country as well as an online event that will include live broadcasts from the Pasco, WA celebration. “The time is now to transform how we conduct research—with participants as partners—to shed new light on how to stay healthy and manage disease in more personalized ways. This is what we can accomplish through All of Us,” said NIH Director Francis S. Collins, M.D., Ph.D. Precision medicine is an emerging approach to disease treatment and prevention that considers differences in people’s lifestyles, environments and biological makeup, including genes. By partnering with 1 million diverse people who share information about themselves over many years, the All of Us Research Program will enable research to more precisely prevent and treat a variety of health conditions. “All of us are unique, but today we live mostly in an era of ‘one-size-fits-all’ medicine,” said Eric Dishman, director of the All of Us Research Program. “I’m alive today because of precision medicine and I think everyone deserves that same opportunity no matter the color of your skin, your economic status, your age or your sex or gender. In other words, it will truly take all of us.” All of Us seeks to transform the relationship between researchers and participants, bringing them together as partners to inform the program’s directions, goals and responsible return of research information. Participants will be able to access their own health information, summary data about the entire participant community and information about studies and findings that come from All of Us. “The future of medicine will be treatment and prevention tailored to the individual. But that future will only be realized if more people in this country are a part of our national science base. It is the diversity of our individual health experiences that will drive the next great breakthroughs in science and health. That is why we are proud to be one of the cities hosting the national launch of All of Us,’ said Jim Davis, MBA, MPH, Chief Executive Officer of Tri-Cities Community Health (TCCH) To learn more about the program, please visit JoinAllofUs.org/juntos.
